Activation is a ladder, and no rung waits for permission from above.

Tier 0 — Preparation

The Readiness Doctrine: plans drafted, cooperatives registered, skills trained, land documented. Every community can stand on this rung today. Start with the Day One Ready Checklist.

Tier 1 — Community Activation

Any council, division or federated diaspora network that meets three verifiable criteria may declare itself active: a validated community development plan; a registered cooperative with audited accounts; and secured seed financing. An active community implements the blueprint's bounded local version — value-addition ventures, land documentation, micro-grids, readiness scorecards — under existing law and its own authority.

Tier 2 — Regional Activation

When a critical mass of communities in a region reach Tier 1 — a third of its councils, or any five divisions — regional coordination begins: shared processing infrastructure, pooled procurement, a regional readiness report.

Tier 3 — National Activation

The Trigger Year. The state's machinery joins: sovereign financing, the National Stewardship Board, constitutional reform, the full Decade of Delivery.
